Will this app still belong to the developer?
Building a Windows Phone 7 app requires a cash investment to make the app public. 
If the app will belong to DOL, will we be re-imbursed for the investment to Microsoft in order to make the app available in the market place.
Or, if DOL plans to take possession of these apps, then they could provide developers with an account to make these apps available through Microsoft. 
This way, they own the apps out of the gate.
